Official Strategy
It seems to me that the terrorist strategy is about using their "losers" to trade for our "winners", yes?
Right now, terrorists are strapping bombs on to people who are mentally ill and otherwise held in low-esteem then blowing them up when they are close to our officials, soldiers etc. What have you noticed about thier strategy?
No. The bombs that are killing the great majority of our soldiers on the ground are not suicide bombs, but IEDs (improvised explosive devices). These IEDs are detonated remotely and there is generally no loss of terrorist life. The suicide bombs you speak of are used in civilian areas. If a suicide bomber happens to injure or kill an American soldier, it is by pure luck and not by design. Their goal is to kill innocent civilians, not soldiers.
PBS is currently showing a documentary entitled "Bad Voodoo's War" that can help civilians understand the threats and anxiety that Soldiers are currently dealing with in Iraq/Kuwait (http://www.pbs.org/wgbh/pages/frontline/badvoodoo/). I urge you to better inform yourself by viewing this great program before trying to figure out the current terrorist "strategy."
